In Pennsylvania, a person with a current teaching certificate can be certified as a school librarian if he/she passes the School Library Media Specialist (SLMS) PRAXIS II test. If students in the Mansfield University online School Library & Information Technologies (SL&IT) program pass the PRAXIS II test, they do not need to take Practicum (LSC 5562). However, they must complete Seminar (5561) in order to graduate with a Master of Education degree.
For just the Master’s Degree, students are required to complete all core courses plus the culminating Seminar. As fo Spring 2008 new degree students are also required to complete a one-credit Introductory course. For the degree plus certification as a SLMS students are required to complete the Practicum, unless exempted by the Program Director (Cindy Keller). In all, the SL&IT program requires between 31-34 credits, depending on each individual's circumstances.
After a student has earned Pennsylvania school library media (SLM) certification, he/she is certified to teach as a school librarian in PA, as well as many other states. Known as the “Interstate Agreement” or “reciprocity”, this provision agreed upon by the departments of education of 45 states allows teachers who are certified in a particular state to teach in reciprocal states. Residents of states who participate in the interstate agreement may find it easier to earn Pennsylvania certification first then transfer that through reciprocity.
PA students who opt to take the SLMS PRAXIS II test and be exempt from Practicum need to be aware that if they move to another state, reciprocity for the PA certification may not be honored.
As of February 2004, New York students have two options for obtaining certification as a school library media specialist through Mansfield University’s online School Library and Information Technologies program.
Option One -- Reciprocity:
While this option at first appears to be more complex, it is in fact the easiest, fastest, least time-consuming and expensive way of getting certified. All New York students are encouraged to go this route.

New York Certification Candidates must:

Hold a baccalaureate degree, (BA, BS, BSW, BSN, BM or BSE)

Have completed a state-approved teacher education program, including a supervised student teaching experience, leading to a teaching certificate

Have taken at least two Literature/English course and one mathematics course
-
Received the recommendation from the Certification Officer at Mansfield University indicating that the Officer endorses your application
-
Have earned at least a 3.0 GPA as calculated by the most recent 48 credits of undergraduate and graduate work
-
Completed all the required ancillary requirements, including the following Educational Testing Services (ETS) tests:

PRAXIS I for PPST Reading, PPST Writing, and PPST Mathematics

PRAXIS II Test for Library Media Specialist near or at the end of the Mansfield program (test number 10310)

In order to be certified in Pennsylvania, students must complete the ten courses in Mansfield’s program (LSC5501 through LSC5545) as well as the two-credit Seminar in School Librarianship (LSC 5564) and the two-credit Practicum in School Librarianship (LSC 5562).

Students who already hold school library media certification in New York will only be required to take the LSC 5564 Seminar in School Librarianship course

Students who are not certified school library media specialists but who have served in this capacity for an extended period of time will be exempted from LSC 5562, Practicum in School Librarianship, if approved by the SL&IT Department Chairperson

All other students will be required to take LSC 5564 Seminar in School Librarianship and LSC 5562 Practicum in School Librarianship

NOTE: The tests identified above may be taken at any time but students are encouraged to take them before or at the beginning of their MU Program. Students who go this route will not be required to complete any further requirements by New York.
Students will then see the following words on the Mansfield transcript:
"The student completed a Pennsylvania state-approved school library program."
Option Two -- No Pennsylvania Certification:
This option is deceptively simple, with only two requirements:

The student completes Mansfield’s core courses without completing all certification requirements. (i.e. LSC 5562 Practicum)

The New York State Department of Education may require the completion of additional courses, tests and an extensive practicum and it is the student’s responsibility to contact them and make such arrangements

The student completes Mansfield’s program without taking the tests listed in Option one above. The student status will be degree seeking only.

The Ohio Department of Education will set the criteria needed to be certified and it is the student’s responsibility to contact them and make such arrangements.

Students need to contact their State Department of Education to determine:

If their state has reciprocity agreement with PA for the SL&IT program

If they can be exempt from Practicum (be sure to have this in writing) due to state guidelines or state certification requirements that may change over time

If they need to take any additional courses

What tests they will need to take for their state’s certification
Any student who holds certification in another state and wishes to be PA certified must take the required Praxis II Subject Assessment for library media specialist, as well as Praxis I (Pre-Professional Skills) exams in reading, writing, math, and fundamental subjects.

Seminar and Practicum in School Librarianship
To enroll in LSC 5564 and 5562, the capstone courses, students must have completed 21 credits in the program. LSC 5564 and 5562 are offered as a series during the Fall and Spring semesters.
All students seeking school library media (SLM) certification must take the LSC 5564 Seminar (2 credits) and LSC 5562 Practicum (2 credits) components.
Approximately 5-6 months (or one semester) before graduation, SL&IT students should submit an Intent to Graduate form to the Registrar's Office. Consult with the Department Chair to confirm which courses in the 5561-5562 series will be required or desired.
